Job Summary
Kutztown University Human Resources is seeking to hire a Labor Relations and Classification Manager.
Reporting to the Director of Human Resources, the position directs and manages the non-instructional labor relations, and classification (compensation) function for the university and Office of the Chancellor staff including the contracting out provisions of the AFSCME Master Agreement. Position also manages and directs overall employee relations management function including the processing of grievances, communication, performance management, and, in consultation with legal staff, employee relations law/regulation compliance. Position also advises in employee and labor relations and compensation issues, policies, procedures, best practices and strategies for Kutztown University and the Office of the Chancellor. Completes and conducts organizational development projects, assignments and studies as assigned and directed by university and Office of the Chancellor upper management. Directs, conducts, completes, and manages employee and labor relations, classification, performance management and related training and development.

The anticipated starting salary range for this position is $65,000 - $75,000, commensurate with experience and skills.

Minimum Qualifications
- 2-4 years' labor (union) relations and compensation experience with emphasis on job analysis, job evaluation, job description writing, position classification and compensation studies with and including 1-3 years' experience in the processing of grievances, and overall employee relations management.
- Bachelor's degree in a related field or equivalent work experience in Labor Relations
- SHRM certification.
- 1-3 years' experience in organizational development.
- Master's degree in Industrial and Labor Relations or related field.
- Some experience in training managers and supervisors in employee and labor relations issues and position classification.
