Salary Range: $125,000 - $145,000 DOQ
Reporting to the Health Department Director, the Deputy Director – Public Health Services and Surveillance will serve as a member of the senior leadership team for the Health Department. The position is responsible for oversight of the department’s Epidemiology Division; its Clinical Services Division; its Consumer and Food Safety Division; and a soon-to-be-formed office focused on non-communicable diseases. The position is responsible for overseeing approximately 230 positions (including four direct reports) and $15 million in funding. As one of three deputy directors for the department, the position works closely with the Director to develop and implement Pima County Health Department’s organizational and strategic vision of becoming one of the healthiest counties nationally.
Duties/Responsibilities

- Helps the department achieve its short- and long-term strategic, programmatic, and operational goals.
- Serves as a thought partner to the Health Department Director and senior leadership in shaping the organization’s vision and trajectory and leads efforts to operationalize that vision.
- Plans, directs, and operationalizes department activities related to the functions of three divisions and one office.
- Identifies ways in which data can be used to inform Health Department decision-making and response as well as monitor Health Department effectiveness.
- Provides management and supervision to department managers and other employees within assigned areas of responsibility and evaluates staff.
- Contributes to the development and preparation of the department’s budget. Exercises management control over departmental expenditures.
- Oversees proposal development and implementation of grants supporting work related to the assigned areas of responsibility.
- Works closely with County administration as needed to ensure the effective development and monitoring of grants, contracts and budgets and the hiring of staff.
- Ensures compliance with laws, rules, or policies at the federal, state, County, and department level related to areas of responsibility.
- Analyzes organizational effectiveness and structure and makes recommendations for needed improvements.
- Collaborates across all divisions and programs to achieve department priorities and improve department effectiveness.
- Collaborates with stakeholders, including public health partners, other state agencies, and community partners.
- Participates in state and regional workgroups related to public health and the work of the health department.
- Fosters recognition for the work of the Health Department at the state and national levels. Represents the

- May represent the department with the media and the public.

Minimum Qualifications
DESIRED QUALIFICATIONS:
A bachelor's or master's level degree from an accredited college or university with a major in business administration, public administration, public health, healthcare administration or a related field as determined by the appointing authority at the time of recruitment and ten years of professional experience, including five (5) years of supervisory experience, or an equivalent combination of education and experience.

- A master’s degree in business administration, public administration, public health, epidemiology, healthcare administration or science.
- At least three (3) years supervisory experience with the surveillance of communicable or non-communicable disease.
- At least three (3) years supervisory experience in health care management experience and/or clinical leadership.
- Professional experience in the field of public health.
- At least three (3) years experience leading and motivating large teams of employees (over 50 employees) and creating a productive and positive work culture.
- Experience identifying organizational goals, developing plans, implementing programs, and monitoring performance.
