Job Summary

The Target4 Project Associate Director of the western territory will facilitate the implementation of the Target4 project through the defined territories in the Commonwealth of Kentucky. This position will direct the efforts of regional teams within the territory to integrate Ryan White HIV/ AIDS Program early intervention services, HIV targeted testing, outreach, linkage to care and health education and risk reduction counseling services in concert with syringe exchange program hours and through outreach activities within the region and in partnership with collaborating agencies, as applicable. This position will serve as a liaison and point of contact between the Target4 Project and the program's partnering local health departments (independents & districts) and state/community agencies within the territory to ensure the integration of HIV targeted testing and program services within currently offered services. This position will develop additional relationships and partnerships in order to expand services to vulnerable populations throughout the defined community. This position, along with KIRP program leadership, will collaborate with the Kentucky Department of Health and HIV Prevention Branch on coordinating services. This position will direct special projects as requested and will assisting in exploring and applying for additional funding opportunities to expand services as needed.
The Target4 Project Associate Director of the western Territory will supervise, train, manage and evaluate 3-5 regional team leads (directly) and approximately 30 field staff (health education coordinators, health education coordinator associates, and peer prevention specialists – indirectly). This position will facilitate the hiring process and onboarding of new staff within the territory. The Target4 Project Associate Director of the western territory will work with the regional team leads to integrate Ryan White HIV/ AIDS Program Early Intervention Services, HIV targeted testing, outreach, linkage to care, and health education and Risk Reduction counseling services in concert with syringe exchange program hours and through outreach activities within the region and in partnership with collaborating agencies, as applicable. This position will direct team leads and field staff within the territory in reaching decisions on complex clients and will facilitate staff meetings and individual consultations on at least a bimonthly basis. The Project Associate Director of the western Territory will assist the KIRP Project Director in preparing performance reports and monthly data reports. This position will complete annual personnel evaluations for the Target4 Regional Team Leaders within the territory and interpret HR and other relevant policies to assigned personnel.
The Target4 Project Associate Director of the western Territory will ensure the Target4 team has the tools necessary (test kits, pamphlets, books, sharps containers, condoms, client incentives) to perform job duties. This position will communicate with the KIRP administrative/financial team to ensure access to program supplies in order to fully incorporate services. This position will direct regional staff within the territory to establish a referral system of community resources with health care and social services providers.
The Target4 Project Associate Director of the western Territory will lead, facilitate, and coordinate trainings to Target4 Project staff. This position will ensure ongoing training and continuing education opportunities to ensure program staff develop the skill sets necessary to provide services to hard to reach and complex clients. This position will provide feedback on Target4 Project data collected and facilitate process improvements when necessary within the territory. The Associate Director of the western Territory will provide internship opportunities for undergraduate and graduate students and provide education and training to community partners about services offered through the Target4 Project within the territory.
